According to that reporting, Governor Newsom signed 97 housing bills this year. Most take effect January 1, 2027. Here are the five the reporting highlights with the shortest line to our daily work:
1. Two detached ADUs per lot (AB 956). Starting January 1, 2027, cities must approve up to two detached, newly built ADUs on any lot zoned for single-family use. A lot with a usable rear yard now pencils as a house plus two income units.
2. Streamlined townhome approvals (AB 1751). Ministerial approval path for townhome developments up to 150 units, bypassing CEQA review and public hearings. Effective January 2027.
3. AB 851 sunsets January 1, 2027. The prohibition on unsolicited offers in specified Los Angeles and Ventura County fire-affected ZIP codes expires at year end.
4. Zone 0 defensible space. New restrictions on landscaping and materials within five feet of a structure. Relevant to the insurability conversation in brush-adjacent areas.
5. AB 2025, rentals and altered images. Disclosure requirements for digitally altered images extend to rental listings starting January 1, 2027.
What did not pass, per the Listed Virtual breakdown: Construction defect reform and building code reform for missing middle housing did not pass this year. Both will be back.
Three moves before January: send a late-December note explaining the two-ADU change, audit rental listings for altered-image disclosures, and add a Zone 0 check to listing prep for brush-adjacent homes.
Summary only, not legal advice. Verify against the statute and your broker before advising a client.
